Great OP Friedrick, and seen some very interesting and useful replies CCP would do well to consider.
That CCP considers FW as a stepping stone intended for players to only commit to for a short amount of time astounds me. It is tantamount to saying how this game should be played and for that I might as well go sit behind a console.
Beyond the suggestions Friedrick made, I would also like to offer some of my own which I think would improve the quality of PvP, attract new players to both EvE and FW in particular and reduce some of the known issues. All of these suggestions can be categorized as improving the 'theme' of being in a warzone.
System Sovereignty
It stands to reason that you will be less welcomed to use facilities in a hostile area than in a friendly one, if not be chased out altogether by chauvinistic players and NPCs alike. At the same time you do not want to bar people from entering hostile high-sec altogether by banning them from station services in enemy stations. This would make the game unnecessarily restrictive and be a surefire way of killing off FW even more.
Instead yes, increase repair and tax rates in hostile stations. Or even cause for players to take a standings hit with their militia corp if they repair in a hostile station. I mean, it is basically sponsoring the coffers of the enemy. It will also ensure that people will spend more time taking and holding systems as it will greatly benefit them logistically and standings wise. New players to FW can start off with defensive plexing and then move on to the offensive as they have the experience and standings to do so.
Introduce more than just plexes to fight over
Beyond plexes why not spawn hostile or friendly convoys that could be attacked or protected and create a less static environment for the PvP players in particular.
These convoys could spawn at planets, and the more hotly contested a system, the larger or more frequent these convoys will spawn. It will also cause for pirates to play an increased (unwitting) part in FW as destroying a convoy to the last ship will count towards system vulnerability. DPS output will matter here, rather than an ability to hold a button for 10-20 minutes (speedtanking). Rather than tags, a helping of faction ammo or somesuch can be the reward here.
Show level of system vulnerability through in-game graphics
A war rages, more and more ships get destroyed in a given system and tactical installations change hands. The more hotly contested a system becomes, the more it becomes scarred by the ongoing war. Instead of the regular Concord Billboard, replace it with a ruined one if it goes beyond 50% contested after DT. Replace capped timers with temporary debri fields to show how many plexes have been capped by hostiles in one day, things like these. Simple but effective ways to improve the atmosphere of the game without creating lag issues.
Issue FW bounties
As your rank increases, why not a one-time bounty as well, issued by the enemy FW corp. This will force dedicated plexers into more PvP situations and for regular PvP'ers to enter plexes more often to look for them. A simple additional tab to the Bounty Office menu could facilitate this. I think this would also be a nice little extra for the roleplayers out there to mess around with.
Anyhow these are just some random ideas. None of which will do anything if CCP doesn't take a look at them. We pay for this game though, so maybe we should take inventory of all the suggested ideas so far, tweek them, put them up for vote across the various militias and then formally present them to CSM and the developers as a FW sanctioned proposition. If anything it will force them to reply and give more specific feedback than they have now.
